He pleaded guilty in October to three counts of first-degree robbery. Hoover was previously convicted of two robbery counts, so this was his &#8220;third strike&#8221; under the California&#8217;s so-called Three Strikes Law. James Hoover is the latest person to be convicted under the draconian law. Unless the law is reformed or repealed, he will never have a chance for release. Hoover joins 4,400 men and women who are serving 25 years to life in prison under Three Strikes. Members of the grassroots group, Families to Amend California&#8217;s Three Strikes, or FACTS, had campaigned on behalf of a ballot measure that would amend the law to punish only the most violent criminals. The law failed by a narrow margin after an intense ad campaign by Governor Schwarzenegger that distorted the details of the measure.
