Also known as the Traffic Relief\u2014Rail Extensions\u2014Reduce Foreign Oil Dependence Bill, Measure R levies a half percent sales tax in L.A. County for thirty years in order to raise $40 billion for new transit construction projects. Those projects include expanding subway, Metrolink, and bus services; providing new clean-fuel buses; extending Green Line services to LAX; extending the Purple Line to Westwood; and make Gold Line and light rail extensions.  Measure R also seeks to keep fares for seniors, students, and the disabled low. Now, in light of California&#8217;s economy, Mayor Antonio Villaraigosa has developed what he calls the &#8220;30-10 Plan&#8221; which creates a federal and state bridge loan to ensure that the rail projects, buses, and freeways funded by Measure R can be built within the next ten years instead of thirty in order to create a large number of jobs in LA County and improve LA&#8217;s traffic and smog woes sooner rather than later.
