The budget would boost spending for the so-called “war on terror” while cutting so-called discretionary programs that are popular social services such as Medicare, food stamps, and student loans. The Departments of Defense and Homeland Security appeared to be the big winners. Bush is also calling on Congress to make his tax cuts for the wealthy, permanent. Joshua Bolten, director of the White House Office of Management and Budget defended Bush’s plan at a news conference yesterday.
