According to the Center for Biological Diversity the Obama administration lags behind the Clinton and Bush administrations in this area. An average of 65 species a year under Clinton, and 58 annually under Bush, were designated as endangered. The current administration has an annual average of only 26. Plants and animals may be placed on the waiting list for decades, and some have gone extinct without ever receiving the &#8220;endangered&#8221; designation. The Center counts at least 24 species that have met this fate, including the San Gabriel blue butterfly and the Tacoma pocket gopher.
