According to a new report on gulf renewal in the wake of the Katrina disaster, federal relief funds are falling short of what’s needed to rebuild. In fact, nearly two years later, most of the insufficient funds are being held up in bureaucracy. For example, seventy percent of the 16.7 billion dollar Community Development Block Grants remain unused. Though breached levees were highlighted as a major reason for the flooding of New Orleans, the Army Corps of Engineers has spent less than 20% of the billions of dollars they were allocated. As a result, internal estimates project that the levee repairs will not be finished for another four years. As the rebuilding process of hurricane Katrina affected areas is too slow for many residents, a local event will make connections between America\u2019s foreign wars in Afghanistan and Iraq with its neglect for citizens here at home. \u201cKatrina and the War: Survival and Struggle from Baghdad to New Orleans,\u201d will take place at the Holman United Methodist Church in Los Angeles.
