President Bush and Indian Prime Minister Manmohan Singh struck a nuclear deal during Bush’s visit to India. The deal could transform relations between the two countries. For the US to acknowledge India’s status as a nuclear military power, is a reversal of three decades of US policy. The nuclear deal has to be ratified by the US Congress.
