The demand for water is expected to increase 15% by 2030. The new plan calls for serious water conservation including the first real enforcement of water restrictions in the city since the early 1990s. More controversially, LADWP&#8217;s plan includes a water recycling method, once opposed by the mayor as unsafe, but now championed due to the dire needs facing the city.
