Approximately, 40,000 undocumented immigrants will be eligible for a drivers license under the new legislation, AB 2189. However, another bill, the Trust act, also known as the anti-Arizona Act, that he called “fatally flawed,” was one of the 34 measures vetoed by the governor.

The approved bill, AB 2981, had been introduced over a decade ago by state assemblyman, Gil Cedillo and several human rights organizations that believe it will contribute to the safety of drivers on the road and will also give drivers an opportunity to commute to and from work. The version of AB 2981 that passed and was signed into law builds on a recent federal policy announced by President Obama called the Deferred Action Program. Now, those Californians who qualify to defer their deportation under the federal policy can also apply for legal drivers licenses in California.

However, the bill Brown vetoed, the Trust Act, would have potentially protected a much larger group of immigrants against the threat of deportation by putting limitations on local law enforcement’s ability to interface with the Immigration and Customs Enforcement (ICE) for non-serious crimes. Eighty thousand undocumented immigrants living in California have been deported under the so-called Secure Communities Act, under which local police fingerprint everyone arrested and run their prints through federal databases, flagging anyone they suspect may be undocumented and then reporting them to ICE. Brown says, if passed under the current language, the legislation would bar local cooperation in serious cases such as child abuse or drug trafficking and should be rewritten.

Jerry Brown also vetoed two other bills that affect industries with predominantly immigrant work forces: the Domestic Workers Bill of Rights, and a bill that would have made it easier for farm workers to organize.

GUESTS: Jessica Karp, staff attorney with the National Day Laborer Organizing Network, Carlos Amador, with DREAM Team Los Angeles

Find out more at www.ndlon.org and www.dreamteamla.org.

California Governor Jerry Brown decided the fate of several bills on Sunday night, at least two of which directly affect the lives of thousands of undocumented immigrants living in California.
