Richard Montoya&#8217;s very first feature film, based on his stage play of the same name, Water and Power, is a neo-noir film about 2 brothers in Los Angeles, the Garcia twins, bizarrely nicknamed Water and Power. <\/p>\n<p>Set deep in the rich cultural traditions of LA&#8217;s East Side, the plot of Water and Power is spread out over one long night as Power who is an LAPD cop struggles with a life-changing incident alongside his brother Water, who happens to be a local politician with a dream to plant a million trees in LA. <\/p>\n<p>The film is presented by Edward James Olmos and debuted at the LA Latino Film Festival.
