The increase in troops has been a foreign policy center piece of the incoming Obama administration during the election campaign and after. There are currently 34,000 troops in the country, fighting alongside a similar number of troops from various NATO countries. Gates criticized the fact that US soldiers are present in greater proportion than any other NATO country. The US has for years been urging NATO nations to commit more troops. When asked how long US troops would be in the country, he responded, &#8220;I think that we are in many respects in an ideological conflict with violent extremists&#8230;The last ideological conflict we were in lasted about 45 years,&#8221; referring to the Cold War. But many experts on Afghanistan believe that rather than helping win the war in Afghanistan, military force is the problem itself. In fact, civilian deaths by US\/NATO forces rival those by the Taliban. The retired US Lieutenant General in Iraq is hardly in the news these days, despite the particulars of his new job. One of several former U.S. officials and lobbyists, Garner is now aiding Canadian corporations to secure oil agreements with the Kurdistan Regional Government or KRG in Iraq. Garner was the Bush Administration\u00e2\u20ac\u2122s first appointed administrator of Iraq\u00e2\u20ac\u2122s reconstruction in 2003, but since that time he has been active in assisting Canadian oil and gas companies do business in the Kurdish region of Iraq. As highlighted in a recent article in Mother Jones Magazine, Garner\u00e2\u20ac\u2122s activities include advising the Toronto-based Forbes &#038; Manhattan as well as sitting on the company board of Vast Exploration after they signed a potentially lucrative contract with the KRG. The agreements that Garner is helping to broker are pre-empting the passage of a national oil law in Iraq and are causing tension between Baghdad&#8217;s central government and the Kurds in the north. <\/p>\n<p><em>GUEST: Anthony Fenton, independent journalist currently co-writing a book about post-9\/11 U.S.-Canadian foreign policy integration. This week&#8217;s commentary is about Black colleges.<\/p>\n<p>Visit <a href=\"http:\/\/www.blackagendareport.com\">www.blackagendareport.com<\/a> for more information.<\/p>\n<p><strong>A History Lesson on the Universal Declaration of Human Rights, Sixty Years Later<\/strong><\/p>\n<p><img decoding=\"async\" align=right width=45% src=\"http:\/\/www.unhcr.ca\/shelter\/images\/roosevelt.jpg\"\/>Wednesday December 10th was the 60th anniversary of the adoption of the Universal Declaration of Human Rights, known around the world as &#8220;International Human Rights Day.&#8221; On December 10th 1948, the United Nations General Assembly, representing the nations of the world, adopted the most far-reaching document enshrining the social and economic rights of all human beings. The anniversary is being marked by governments and social movements across the globe. In some cases, states guilty of violating human rights like the Philippines and here in the US, are commemorating the day. The Universal Declaration of Human Rights technically the law of the land in all member nations of the United Nations. And yet, the struggle to uphold even the most basic of human rights continues in many countries.<\/p>\n<p><em>GUEST: Wayne Glass, Professor of International Relations at the University of Southern California<\/em><\/p>\n<p>Water rights activists are calling for the United Nations to amend the Universal Declaration of Human Rights with Article 31, stating that &#8220;Everyone has the right to clean and accessible water, adequate for the health and well-being of the individual and family, and no one shall be deprived of such access or quality of water due to individual economic circumstance.&#8221; Today around the world, particularly in the Global South, many communities lack access to clean drinking water. From war zones, to rural farms, disease and malnutrition are a major fallout. Still, awareness of water as a right is increasing, with activists and artists contributing their efforts to making water accessible to all.
