The ACLU has a lawsuit to try to block arrests of homeless people who camp on public sidewalks. Police Chief William J. Bratton and City Attorney Rocky Delgadillo vowed to fight the suit, claiming it hampers their ability to &#8220;clean up Skid Row.&#8221; Yesterday, in a press conference, the Los Angeles Community Action Network released video footage of LAPD officers confiscating personal property from homeless people and dumping it onto other streets.
