Barbara Coe of the California Coalition for Immigration Reform, who co-authored Prop 187 in 1994, is a leading supporter of the new measure. Sharing much in common with its predecessor, the effort, which is seeking to qualify for the June 2010 ballot, is aimed at eliminating public services to the undocumented population such as  CalWorks benefits. The controversial initiative also contains a provision that would challenge the citizenship of children born to parents who are in the state without papers. Coming at a time when the state is facing a $26 billion dollar budget deficit, anti-immigrant activists are proposing the measure as a way to solve the crisis.
