The Governor of Oaxaca, Ulises Ruiz, released his annual progress report to lawmakers earlier this week. The address was hand delivered as protestors threatened to disrupt Governor Ruiz so that could not give the report in person. Interestingly, in the written report, Ruiz touts the achievements of the state government in reducing poverty and characterizes the mass movement that is seeking to oust him as a “small internal group.” Ruiz, who has refused demands to resign, plans to serve out his term as governor until 2010. Oaxaca’s resistance against Governor Ruiz, which began as a teacher’s strike, has become more than just an educators’ pay dispute. The conflict is a sign of the economic conditions that dominate life throughout southern Mexico. Oaxaca, which borders Chiapas to the west, is one of Mexico’s poorest states and is also home to a sizable indigenous population.
