AB 2987 and the Future of Public Access TV

The “Digital Infrastructure and Cable Competition Act of 2006,†co-authored by Assembly Speaker Fabian Nuñez was signed into law by Governor Schwarzenegger late last September. Receiving little media cover, AB 2987, as the act is also known, was unanimously passed by California’s State Assembly and easily passed the State Senate. Critics of the Assembly Bill 2987, such as Media Alliance, feel that it threatens public, educational and government access channels. Local officials are concerned that the passage means the loss of municipal franchise revenues, as the bill allows for telecom and cable companies to negotiate on a state rather than local level.
