Kerry Calls Islamic State “Genocidal”

One day after the US House of Representatives passed a resolution 393-0 declaring that ISIS was committing genocide, Secretary of State John Kerry echoed the claim. Kerry said, “Daesh is genocidal by self proclamation, by ideology and by actions,” referring to the Islamic State by it’s Arabic acronym.
These US proclamations come on the heels of an announcement by Russia to withdraw its forces from Syria. Russian President Vladimir Putin has long sided with the Syrian regime of Bashar Al Assad.
What do all these developments mean for the 5-year long conflict that has resulted in hundreds of thousands of deaths of ordinary Syrians?
