metro railMeasure R, a sales tax measure for Los Angeles County, was approved in November 2008 by a vote of 67%. Also known as the Traffic Relief—Rail Extensions—Reduce Foreign Oil Dependence Bill, Measure R levies a half percent sales tax in L.A. County for thirty years in order to raise $40 billion for new transit construction projects. Those projects include expanding subway, Metrolink, and bus services; providing new clean-fuel buses; extending Green Line services to LAX; extending the Purple Line to Westwood; and make Gold Line and light rail extensions. Measure R also seeks to keep fares for seniors, students, and the disabled low. Now, in light of California’s economy, Mayor Antonio Villaraigosa has developed what he calls the “30-10 Plan” which creates a federal and state bridge loan to ensure that the rail projects, buses, and freeways funded by Measure R can be built within the next ten years instead of thirty in order to create a large number of jobs in LA County and improve LA’s traffic and smog woes sooner rather than later. In order to do this, the mayor testified before US Secretary of Transportation Ray LaHood and US Senator Barbara Boxer about Los Angeles County’s transportation needs in February.
