Supreme Court Decision on Whistle-blowing

On Tuesday, the U.S. Supreme Court, in a 5-4 vote, ruled that public employees are not protected against retaliation for whistle-blowing, or for reporting a wrong doing. However, the majority opinion said the employees were still protected by the 1st amendment’s guarantee that of free speech when acting as a citizen — but not as an employee. What does this all mean for public employees?
